Globalization made borderless transfer of "people" an everyday affair. Also, the scenes and occasions, where different races, cultures, religions and senses of value mingle with each other, spread to provincial towns, as well as large cities. Globalization progresses day by day. When the economy of Japan is recuperated from the long slump, the country's population may well start diminishing. The purpose of this paper is to examine the Japanese economy and the country's foreign labor policies, in view of the society where decreases in child population and increases in the elderly population are progressing even further. In addition, I would like to make reference to the acceptance of foreign students, which is connected with the decrease of children. The structure of this paper is as follows. I. Introduction : the requirements of the globalization age II. Economic development and working population III. Conclusion : the acceptance of foreign students and the role of Japanese universities In particular, as the conclusion of this paper, I would like to ask Japanese universities, with a search of my own conscience, whether they really have the enthusiasm to accept foreign students.
