Proposal : Establishment of an Agency for Multicultural Affairs As Japan enters the new century faced with the problems of a shrinking and aging population, the acceptance of foreign nationals and the country's immigration policies are increasingly the subject of debate. A necessary step in addressing these issues is the formulation of a policy to promote multicultural society. In order to make a multicultural society, it is urgent that we study the accumulated efforts toward coexistence that have been nurtured locally, build a network both domestically and abroad and establish a support system. This is a proposal for the establishment of an administrative organ known as the Agency for Multicultural Affairs, to be located within the government's Cabinet Office. The new agency's function will be to connect efforts and partnerships contributing to a multi-valued society to the country's multicultural policy. It is time for the Japanese people themselves to make a clear statement on the principle of multicultural society and to spread that message to the rest of the world.
