Japan enforces the Automobile Recycling Law this year and is aiming at the formation of the recycling society with a domestic frame. But it is assumed that the used-car export increases every year, and about one million cars (equivalent to 15 of the amounts of the Japanese "end-of-life vehicles") are exported to foreign countries even now. The islands country is just at the position like a end of the capillary in the car-life cycles, and thinking about the end-of-life vehicles problem in there is indispensable to think about the whole image of the "circulation society" for the future. Palau is assumed to be a case this time, and the issues of used-car export from Japan, and economic incentives for recycling and proper disposal in the islands country are discussed.
