抄録・概要
1997年、児童福祉法は制定以来50年ぶりに改正された。以降、保育所にかかわる主な改正は、2001年、2003年と続いた。これら-連の改正の中に、現在、そして今後の保育所のあり方を規定する大きな「うねり」の起点があるのでは、という問題意識が膨らむ。その「うねり」とは、保育分野の規制緩和であり 、さらには、それを具現化した公立保育所の民営化などを含むいわゆる「保育改革」である。本稿の目的は、97年以降の保育所にかかわる児童福祉法改正の動きを追い、その中に保育改革につながる起点を確認していくことにある。
After it was enacted, children's welfare act was revised after interval of 50 years in 1997. The main revision related to the day nursery was done following 1997 in 2001 and 2003. The awareness of the issues that in these a series of revision, there is a starting point of big "Undulation" that provides for the ideal way of the day nursery of present and the future swells. "Undulation" is deregulation in the child care field, and "Child care reform" of privatization of a public day nursery where it was made an embodiment etc. furthermore. The purposes of this paper are in the chase of the movement of the children's welfare act revision related to the day nursery after 1997, and the confirmation of the starting point that leads to the child care reform in that.
