本論文では、EUの移民・難民政策の流れを論じながら、EUの移民・難民政策の共同体化が、どこまで進んだのかという問いと、EUの難民の流入に対してどのような対応をとってきたのかという問いに焦点をあてた。EUの加盟国は一定範囲内で、難民を受け入れてきたものの、EU自体は、様々な手段で、難民がEU圏内に入ることを阻止する手段をとってきた。EUが取り組むべき難民問題解決のための課題は、シェンゲン・ビザ・システムとキャリア・サンクションを、庇護申請の認定率の高い国からの難民の渡航で一定期間免除すること、中東地域の受け入れ国に滞留し、UNHCRを通じて生活困窮状態に置かれている難民に生活費給付のための財政支援を行うこと、再定住を積極的に行うよう加盟国に働きかけることなどをあげることができる。
The article focuses on two questions, firstly how far the Europeanization of the migration and refugee policy in the European Union has been developing; and secondly, the European Union's real practices on and responses to refugee migration. The Europeanization of the migration and refugee policy depicts still the patch work. Whereas several EU member states accepts refugee to some extent, the EU itself has strongly been preventing refugee from entering EU areas in various ways. In order to solve the problems of refugee trying dangerous journey to Europe, the EU should suspend the rules of carrier sanctions and visa requirement for the refugees from the countries with high prospects of being allowed to stay in the European destination countries, financially contribute to the sufficient benefits for the livelihood of refugee in the refugee receiving countries in the Middle East, and promote the resettlement of refugees to the EU member countries.
